Werewolves have not always been welcome at Hogwarts, policy ordinarily dictated by the Headmaster or Headmistress of the day.

Expulsion of Werewolf Students in 2008
On August 25, 2008, Headmistress Analiza Snark expelled werewolf Olivia Foley, formalizing a ban on werewolves at Hogwarts. This was the year SAWS was founded, and the club has continued in some fashion every year since.
Snark's replacement in 2009, Herschel Reid, readmitted Olivia Foley and ended the policy.
