Inside the Department of Mysteries there is the Time Travel Investigation and Regulation Bureau. Usually work here is quiet, the processing of time travel permits. But as April 2009 drew to a close something big showed up on the radar: the Cowled Figure, a white robed individual looking to repeat current events for unknown purposes. There's a rogue Time Turner out there and it needs to be found.

Sissel and Cillian wind up in the past in time for the Cowled Figure's speech, only to find that the CF has been expecting them

After getting ambushed by the Cowled Figure, Sissel leaves the knocked out Cillian in an abandoned shop wile apparated to St. Mungo's to deal with a more lethal Bleeding Hex.

Back in Diagon Alley, Sissel and Cillian wait to catch the Cowled Figure in the act of putting the events of his prophecy into motion, although the truth is much more convoluted then either of them realize.

Nate Briggs and Finn Grosvenor are tasked to rob a rare Muhra Glass from the Magicarium Apothecarium (prop. Thomas Pierce). TTI has been keeping tabs on the glass, as Sissel is set to investigate and hitwizard Apollo Ackerzone is dispatched. There's plenty of crossfire trying to subdue Nate Briggs, who manages to vanish the Muhra Glass before it can be recovered.

Jacqueline Lumpkin, a supervisor above Sissel, has to use the one Centennial Model Time Turner TTI has to rescue some touring wizards out of the 19th century, having unknowingly received another Centennial Model in a back alley market. With two now in Ministry control, Sissel mentions that a third model may still be out there.

Dorian MacCullen, settling into a better office, has Sissel for an office warming guest. Dorian expresses interest in Time Travel and mentions to Sissel of wizarding monks in the Far East that divine the timeline, a possible lead in the Cowled Figure investigation going nowhere.

Artificer/explorer Torquil Foley is joined by Raine Almasy, interning on a expedition to the magically warded section of the Forbidden City in China. Meanwhile, Sissel Jowd's business vacation to the Tibetan monk Seers mentioned by Dorian MacCullen instead points him towards the Forbidden City as well. As both parties dodge traps, an apparent new version of the Cowled Figure menaces the would-be explorers.

Before disengaging from active TTI service to teach History of Magic at Hogwarts, Sissel is cleared to meet with Nate Briggs at Azkaban for one last loose end to try and determine where he vanished the Muhra Glass. Both remember keeping interest in History even as taught by ghostly Prof Binns. In the aftermath, it's revealed that Jarvis was affected by leaking looped time and had been the Cowled Figure all along. Yet another reason Sissel has stepped away from TTI to focus on teaching.
