Penelope, or Penny to her close friends, is attached to Being Division on Level 4. She specialises in diversity and tolerance, and delivers trainings on how to treat beings with sensitivity and appropriate behaviour. All new recruits to the Ministry pass through her training sessions, and other members of staff are often signed up to join them for 'refreshers' or rather, reminders.
Penelope prefers to refer to her trainees by first name. Her trainings are a mix of question and answer and role play. She has a very open mind, sweet but firm temperament but is very optimistic and naive, so grates against the older, more traditional staff who disagree with her views and teachings.
