Physical Description: Vincent is short for a man and built sturdy; he's strong under a layer of softness. You can still see where a bludger budged his nose out of place and it's made his face more interesting. His nose and ears are somewhat pointed and his forehead is furrowed. He’d be a bit pretty if he didn’t stick with a stubbly beard and short shaggy hair most of the time.
Working with sharp-scaled and fire-breathing dragons has earned him a young lifetime of scars and callouses on his hands and arms. His skin is tanned from all the outdoors time he's put in over the decades.
His voice is gravelly, more high pitched than you might think, and he has a mumbling way of talking. He speaks thoughtfully and enjoys singing, a capable tenor but unpolished.
His personal style is sharply divided between his field work's necesity, the standards of a Ministry office, and his life among friends-family-and-food. When it's to be dragon, it's leathers and cowls and pockets and heavy gloves hanging on his belt. Since's been at the Ministry, he's learned to be comfortable in a cabled cardigan or a wool robe. On his own, he's a casual gent with a non-fussed, muggle-forward wardrobe.
Personality Description:Vincent manages to be a cultural chameleon if he wants to. He moves easily between professional and personal, from dragon to salamander, from one country to another, from posh restaurant to greasy diner. It doesn’t necessarily make him warm or diplomatic all the time, but the man can read a room.
He likes a good time, a good pint, and a good laugh. The first to laugh at Vincent is Vincent. He’s also likely the first to take a shot at someone else, especially someone putting on airs or dusting their ego.
At his best, he’s friendly and open. At his worst he becomes snike and quick to disregard.
Vincent has always been drawn to adventure, and physical discomfort is no deterrant to experiencing something new or tackling a challenge. He’ll jump in where he’s needed if a task needs doing. It might seem he’s reckless, but really he’s very safe and sensible. At work, he’s a bully about safety and is unforgiving to anyone who takes unnecessary risk.
He is a vegetarian most of the time but always eats what he’s offered with interest and appreciation, especially when travelling. Vincent loves to cook and takes the time to do it. What extra money he has, he spends on restaurants. He enjoys everything from gourmet cousine with the tiny portions on the large plates up to street food falling off skewers or greasing up the paper it comes in.
Vincent has an active romantic life, speaks a few languages on an elementary level, and keeps in good touch with his family. He doesn’t sleep enough: a night owl in a morninglark world. He copes with coffee and potions.
History:1970s
Vincent was born in Essex to a half-blood and muggleborn family of bakers, hard-working early risers who wanted to be part of the good in the world. They baked for their mixed muggle and magical community and were comfortably successful. The household included the grandparents and his sister’s kid. The family was of the kind that valued a loud discussion over the supper table where you challenged one another and poked and prodded to get a rise. There wasn’t any room for insecurities, so Vincent grew up not worrying about what others thought of him.
The Death Eaters and their terrorism forced some of the family into hiding, and caused some who ascribed to those beliefs to be estranged. Vince himself stayed with an uncle and aunt in France for a summer during the worst of it.
1980s
He was a perfectly average student and quite sporty. He’s somewhat ADHD if magic folk acknowledged such a thing, so he struggled sitting in class or finishing assignments. On a few occasions he got into trouble because he had a habit for collecting critters and caring for them in the common room. You had your nifflers and cats and kneazles of course. But certain serpents and insects and once a hatchling cockatrice crossed the line with housemates and the professors got wind and he was chided to tone it down and refocus the energy in Care of Magical Creatures class.
Between his sixth and seventh years he had the opportunity to apprentice with a dragon handler in Belguim. This inspired a life-long interest in the magnificent creatures and a drive to ensure their survival.

When he finished Hogwarts he immediately began travelling doing work in magical beast conservation and dragon-handling. He hit every continent except Antarctica. He’s charismatic in an understated way and good-looking so making connections was easy. He’s one of those people who blends easily into his host culture, keeping his ears and eyes open and accepting any culinary offer. A good cook himself, he was keen to return the favor of food when he could.
Vincent was abroad for a great deal of Britain’s Second Wizarding War and had little success encouraging his family to evacuate. They stuck home on principle and out of worry of losing the bakery, but that eventually had to close as it was too visibly magi/muggle integrated. His uncle was killed in a skirmish with Snatchers. A cousin was sent to Azkaban following the conflict for crimes against muggles and muggleborns.
2000s
Despite handsome invitations, Vincent put off going to the Ministry for a long time. A friendship with his old drinking buddy Balfour Spectre eventually lured him in and he came into the Beast Division in 2001.
In January 2012, he filled the Beast Division head potion that was vacated when Specture moved up to head of Level Four (following the death of Alec Carter).
Describe your job duties and how you go about them: The Beast Division, situated in the Department for the Regulation and Control of Magical Creatures, oversees all matters concerning the Ministry classification ‘beast’ which includes (among others) dragons, trolls, merpeople, centaurs, sphinxes, and hippogriffs.
The Division’s duties span across creature welfare, Statute of Secrecy matters, trade regulation, sanctuary and preservation, and public safety.
Administering the division falls to the head: hiring, budget, strategy, priorities, and general oversight.
He reports to the head of the Department for the Regulation and Control of Magical Creatures.
Elaborate on your expertise in your field:Vincent truly cares for the well-being of animals and the conservation of dragons. The Ministry allows him to push an agenda of the peaceful co-existence of people and wildlife, and responsible stewardship. Wild creatures belong in the wild, tame creatures including those raised for their bodies should be treated humanely and nothing wasted. He’s protective of animals and pushes back against politicians calling the shots over experts.
His personality was more suited to leadership than he'd guessed. The beaurocracy and shadow-network of the Ministry flummoxes him sometimes, but it's a skill he's learning.
With a background very focused on dragons, he must rely on the expertise of others in the Division concerning species like merfolk, trolls, and centaurs.
Vincent has published a paper in a dragon journal of repute on the topic of human-dragon coexistence. He has extensive field experience before his time at the Ministry. He cut his teeth for 12 years as a dragon handler before moving up.
