Werewolf mentors are usually (though perhaps not always) registered werewolves qualified to mentor other werewolves licensed by the Ministry of Magic.

Job Duties & Responsibilities
Officially, mentors fall under the Werewolf Wing's jurisdiction, although they generally operate off-site and work irregular hours.
As far as the Ministry is concerned, mentors have one job: set an example for other registered Weres to follow. They must teach their students how to control their new physical characteristics, ensure that they follow the law, and work with case workers. They are expected to see, in person, those they are responsible for at least once a week, check up on them throughout the week, every week, and send in regular reports before and after full moons. They are mandatory for youths (19 and younger), the newly-turned, and those with a criminal record.
However, among mentors themselves there is a quiet but shared belief that there is more to mentoring than simply serving as a parole officer. They must set a lawful example and teach self-control, but a good one teaches more than that—that they owe it not just to the government to get themselves under control and make their peace with their new circumstances, but to themselves as well. A mentor is a sponsor and a counselor as well as a role model. Like case workers, they must be available when they should be. If they cannot, they are expected to provide their charges with contacts who can.
Still, they are also expected to respect boundaries and should not assume more authority or influence than is strictly expected or given. A good mentor is invested in their werewolves' welfare, but also knows when to step back; to do otherwise is to assume a role that the Ministry does not approve of, especially since the curse is officially recognized as a magical affliction and not, say, a different species.
Like case workers, mentors must conduct bi-monthly sensitivity training for new recruits to the Werewolf Capture Unit. Yay.
Werewolf Liaisons
Some werewolves are mentors; some werewolves are liaisons. However, some choose to do both, feeling that they owe it to their sponsorees to speak on their behalf rather than leaving it to non-werewolves to do so.
