The Department for the Regulation and Control of Magical Creatures has announced that it will be putting forward new vampire legislation for debate at the Wizengamot next month. According to an official press release, this proposal supports the legalisation of consensual feedings between vampires and wixes.

It might seem controversial in light of vampire attacks last year,” explained a representative of the Society for the Tolerance of Vampires, “but studies have shown that vampires are more amiable when allowed the basic dignity of feeding in a manner natural to their species.

The proposal is said to be consolidated by such statements and findings from the Society as well as the European Journal of Vampiric Studies.

When reached for comment, the department's consultant vampire expressed encouragement. “I believe it will go a long way to repair relationships between wizarding society and the vampire community,” said Tristan Vaillancourt. At 150 odd years old, he may very well know what he is talking about. However, many are set against the notion.

"Did a vampire write this? This will seriously impair our ability to investigate vampire-related crime," criticised Auror Zora Roh. Another Ministry source described the legalisation as "untenable" as it might encourage vampires to take sordid liberties.

In spite of resistance, Being Division head Cepheus Gamp is cautiously optimistic. "We’ve put forward a case for new legislation," he clarified. "Where vampires can exercise a degree of feeding independence from the St Mungo’s blood bank. We ask the public hear the evidence before jumping down our throat… so to speak…"

Consensual feedings between vampires and wixes are considered a taboo subject by some. The act of being fed on is rumoured to give wixes feelings of euphoria, elation, or similar. Concerns of addiction and infection have been raised within the department itself.

Athena Marrowbone, top healer for creature injuries at St. Mungo's, takes a professional approach: "No, a typical vampire bite is unlikely to kill you or turn you into a vampire, but there are risks of curses or infection. Vampire bites of any kind do require being treated by a Healer."

Regulation and record-keeping will be enforced to counter such concerns. More details will come to light at the Wizengamot in August.

"Save for vegetarians," remarked department head Balfour Spectre, "many of us rarely consider the life taken to provide us with a good steak or a pair of dragon gloves. I don't see why a concession can't be made for an act that requires no such sacrifice."
