Wand
Due to having been sent to Azkaban indefinitely during the war, Eva’s wand had been snapped and destroyed. Therefore upon her recent return to the wizarding world she was required to purchase a new one. Made from Lignum Vitae, it gives her a much needed boost of luck when casting her spells. The core is of hippogriff talon and the shaft itself is spiralled and the wood is springy, excellent for charmwork.
Physical Description

Blonde haired, blue eyed and 5”6, Eva shows strong elements of her German ancestry. She was always a smiley, pretty child and grew into a handsome woman. She is somewhat slim thanks to an addiction of running in her downtime and stands tall. Blonde hair, once left to flow exotically in her youth is mostly brought back into neat buns and hair clips in a far more professional manner. When left down, it is shoulder length and wavy.
For work at the ministry, Kuester’s attire is smart and formal in suits, dresses and heels with a set of plain robes adorning her shoulders when the occasion demands it. Her collars are always high and if not, she will wrap a scarf around her neck to conceal the Azkaban tattoo branding her neck with her old prison ID number in runes. Azkaban has also left its scars on her body and mind, things she never wishes to face. Marks marr wrists and ankles but are always brushed off if brought up.
During her time in Azkaban, Evangeline lost a substantial amount of weight and physically aged. She’d eaten minimally and fallen into a serious depression. Her face had been gaunt, skin pale and almost translucent. It took years to turn back the effects but the signs of stress still show in the lines near her mouth and eyes along with the few grey hairs starting to appear.
It would be possible to describe Eva’s accent as ‘mongrel’. Having grown up in England with German parents and spent a decade in France, Eva’s accent is a mixture of the three which means she no longer sounds particularly English when she speaks English. She speaks German, French and English and occasionally blends the three when tired or distracted. After a couple of years back in England, Eva’s accent is now more neutral.
Personality Description
Evangeline used to be a witch who had no doubt about what she wanted. And when she wanted something, she endeavoured, with little history of failure, to acquire it. Experience of the war and of a imprisonment in Azkaban changed her outlook on life quite dramatically.
Eva is stubborn and greatly enjoys challenges. Unfortunately, these challenges can very much be her downfall. Her love of challenges landed her a marriage with a man more interested in the colour of his office than her feelings and her stubbornness gave her a cell in Azkaban after refusing to leave the country. she is still unable to turn away from a challenge.
Always having been a loner, Eva used to find it difficult to make friends. From her early childhood, she was called weird by her family who were convinced there were evil spirits possessing her and making her create truly bizarre occurrences. Now she has thrust herself back into wizarding society, she tries to appear confident and deal as best as she can with the unexpected. Her experience as a wizarding lawyer has turned her into an excellent liar.
Eva has been known to have a very mean streak. She hates being messed about and when she is under the impression it shan’t backfire on her, she used to seek a revenge for misguided acts towards herself. Now, she has realised how short and valuable life can be. she is trying to move past her past in order to allow herself to enjoy her life. Unfortunately, nightmares and a deep-seated fear of rejection continue to hold her back.
This deep fear of rejection drives Evangeline away from closeness with people. If people come close, they see the real person behind her professionalism and prettiness. Her entire family rejected her when they found out what she was, and her husband did the same. For the crime of being a muggleborn, society went as far as to lock her up in Azkaban. The closest she will get to a person is sharing a bed and even then, she will do what she can to explain the marks on her body from the prison and cover the tattoo anyway possible. Her nightmares are regular and filled with the screams of the prison and the presence of the dementors.
Thanks to her stretch in Azkaban and avoidance of the wizarding world, Eva hasn’t practiced magic in a decade. She is therefore now very rusty and struggles practically. However, her magical theory remains exceptional. She simply requires a lot of practice.
History

Childhood
Being the daughter of a German lawyer and a primary school Mathematics teacher living in England, Evangeline was born into a mix of cultures. She was the sixth and final child of Wilhelm and Carina Kuester and she was the reason they didn’t go on to have any further children.
Her early childhood had been relatively normal. She learnt how to ride a bike without the stabilisers, stole toys off her bigger siblings, and made things fly and explode. Eva was the weird child. She was the demon child in a normal religious family living in a small village just outside of Stratford-Upon-Avon. Her parents feared for her greatly and Eva was forced to endure copious hours with the parish priest and sent to therapists and various doctors to figure out the cause and very quickly find a cure.
No one managed to stop the weird occurrences.
Fortunately for a very lonely and apparently cursed child, during a warm summer morning, her chance to escape flew in through her bedroom window in the form of a thick, creamy coloured letter carried by a large tawny owl. A headmaster of a strange school of witchcraft and wizardry had invited her to join them. The young Eva had debated the possibility of a prank from cruel older siblings, but after more letters arriving with her failure to reply, she finally put pen to paper and attached a response to the leg of the bird that tweeted and flew off after abandoning the hope of receiving a treat.
And so after much explanation to her parents, many looks of disapproval and ten of galleons being exchanged for second hand robes, books and equipment, Eva embarked on the best adventure of her life.
She was sorted into Slytherin, something to do with emerald and snakes and took lessons in subjects that sounded like they had come from a child’s fairy tale. And despite a nom magical upbringing, Eva’s handling of magic and her subjects had been remarkable. Or at least the theory had been. Her practically abilities with magic didn’t quite reach standards necessary for the top grades. Yet she spent her seven years focusing hard on studying both her academic subjects and boys. It became quickly obvious that she liked them and they liked her. But she wasn’t a fan of other girls.
A fifth year prefect and a seventh year head girl, Eva knew that in this magical world away from her family she had potential. She was influential and she was known to be clever if not practical. Which is why after her graduation from Hogwarts, the young which entered into Wizarding law.
Marriage
It was at the ministry once Eva had qualified as a ministry defence lawyer that she came into contact with her future husband, Mr Cameron Rosier. He was professional, cold and spent their first meeting staring at her legs over his oversized desk. The man had a rude, condescending aura about him and it had been something that while Eva should have known better, had found intriguing. She hadn’t nervously pulled her skirt down, or pointed his rudeness out to him, instead she’d responded by uncrossing her legs, bombarding him with case information and informing him plainly of his impending failure regarding the incarceration of this particular individual.
"You will wipe the floor with me? I see. Well, if you're so confident, maybe we could have a bet on the outcome? If I win, you will agree to accompany me to dinner...where you will be my desert. If you win...well, winning is what you want, no? It would only be fair to just leave it at that." The tall wizard behind the table next said to Evangeline, his voice never once straying from a simple cold monotone.
Eva had stared at the smartly dressed wizard, eyebrows hiding beneath the fringe of her wavy blonde hair. “Excuse me?” She had questioned, undoubtedly astounded by his forthright behaviour.
"Yes, well...what I said. I would truly hate to repeat myself," Rosier had responded with a small smirk, seemingly glad he had finally managed to catch her off guard.
Evangeline had always loved a challenge and this one had certainly been different in both presentation and outcome. She had naively accepted, she had failed, and she had far from unwillingly adhered to their bet. His manner had intrigued her and continued to intrigue her through their dates to the evening he presented her with a handsome diamond ring to her moving into his home to their wedding day in 1992.
The marriage hadn’t been what Eva had always hoped for. The attitude that had once drawn her in now infuriated her and made her contemplate killing him with an unforgivable and burying him in the back garden. But she never did. Naively Eva loved her husband and was convinced he would change. He bought her gifts and when he had the time to spend with her, they got along well. Yet he never changed. And with a disapproving family that had disowned her and practically no friends, the quite unloving, no doubt cheating husband had been all Evangeline had had.
Yet soon Voldemort returned and the wizarding war started. And soon the conversation of blood purity had reared its ugly head between Mr and Mrs Rosier.
"Last time he killed muggleborns...?" Eva had carefully ventured over the cottage pie on a regular Thursday evening.
Her husband had ignorantly replied to her as he piled more mashed potato onto his fork, "Well, you don't have to worry...you're neither a blood traitor or a muggleborn. I on the other hand...will just need to stay away from what is left of my family." And with that he lifted the fork to his lips.
"No. You're a blood traitor."
"Yes, but I'm also a Rosier. I hear the Dark Lord doesn't like killing the ones he thinks superior...especially since my grandfather was one of his first...erm, servants." Cameron had continued to speak, ignorant to the true meaning behind his wife’s words.
Eva put her cutlery down on her plate and took a deep breath.
"Blood traitor is more important, Cameron. You're married to someone he hates..."
"I'm sorry?"
"It's not your fault. Do not be sorry." Eva frowned, believing he suddenly worried for her own safety. She had been wrong.
"Wait...What do you mean?"
"I'm not a pureblood, Cameron..."
She suddenly felt her husband’s eyes bore into her own. "And somehow it took you...four years to decide to tell me this?"
"I didn't feel it was important." The witch had carefully responded, stabbing a vegetable with a little more force than intended.
"We will see how important it is when the Dark Lord comes knocking on our door." Cameron stood from the table, turned his back on her and left the room closing the door with a loud 'bang', obviously too angry to continue talking to her. He didn’t return home that night.
After that evening, a strained relationship became more strained and more difficult. Cameron avoided his wife and she avoided him, suddenly very aware of his prejudices and the danger she faced. As tensions rose, their marriage became worse and the wizarding world grew scared, Cameron and Eva divorced in 1996. She ended up with very little, wanting to be out faster than to mess around and moved instead into a small house in London
The War

The 1st August 1997 was the day that Evangeline’s and the country’s fears were confirmed. The ministry fell and she suddenly felt exceptionally vulnerable without the support of her husband who was climbing the ministry ladder. And soon, within a week, Cameron approached her at work with a warning. She had to leave because the ministry would soon be giving her, just like every other muggleborn, a hearing. That meant death or Azkaban and that solidified Evangeline’s fear.
Evangeline didn’t however believe her ex-husband at the time. She hadn’t wanted to and saw it as his method of getting rid of her completely. Yet when the ministry began to call muggles in, she suddenly took Cameron very seriously and packed everything she needed up.
Unfortunately she hadn’t been fast enough on trusting Rosier’s word and when the hitwizards had arrived, she was in the process of leaving her home for the final time. Instead they arrested her and threw her into a cell until her hearing where she would receive the words she fully expected. The words of her death sentence for attempting to escape. Yet a hearing never came.
Unbeknownst to Eva, Cameron had helped her. Instead she was taken to Azkaban and locked in a cell indefinitely. If she had known, she certainly wouldn’t have called it ‘help’.
Sejour

When Voldemort had been defeated, Eva had been released. Yet she was adamant that she would not return to England or the wizarding world. This was when she moved to France and once more returned to the muggle world which, then, seemed safer.
Eva began to work in a French café near Paris and once her French language had begun to improve, worked as a legal secretary for a French muggle law company. There she was able to put her basic skills from her previous life into practice while keeping away from the magical world that had thought her suitable for locking up. It was a much quieter life yet completely unsatisfying.
Without much money in this country, Eva had been grateful to meet George Bouvier after a string of several fairly rich Parisien men. He had been a retired French lawyer at the age of 50. He had been the meal ticket Eva felt she had much needed at the time. She had moved in with him for security and he treated her well, longing for a companion to replace his dead wife. They planned to wed in March 2009. And this was a time for truth from Eva. She admitted to him her own history, everything from the magic, her divorce, to Azkaban. He had been stunned but never more astounded than when she presented to him her magical skills. Eva had proceeded to utilise the only wandless magic she had ever known and summon objects in their home towards herself. Monsieur Bouvier had suffered a heart attack and died on the spot.
Return to England
Everything that George had owned had been given to his children and once more Eva had been left with nothing. Therefore a return to England seemed to be the most sensible option for her. She needed to return to a job that provided her the security and where she could utilise her full training and previous work experience.
Upon her return to muggle London, Eva decided not to even attempt to return to Level 2. The current head of department was a large deterrent but her lack of trust for the aurors and wizarding law pushed her further away from the decision. However, she also heard of a new office opening within the ministry which she enquired into and applied for, knowing her own skills with muggle law would greatly aide her in acquiring the position.
Describe your job duties and how you go about them
Eva’s position will be mainly assisting the minister and undersecretaries in aiding the ministry to run smoothly. She can liaise with press and take a supervisory role over other support staff in the Minister’s offices. Mainly answerable to the Minister and the Undersecretaries, Eva will be a support in keeping the minister’s image white as snow and minimising damage to that image. This means advising the minister on legal matters, suggesting ways to combat certain issues in a way that would be in her best interest. After all, lawyers are excellent liars, are they not?
Elaborate on your expertise in your field
Evangeline has spent the majority of her career working in law. She trained in the department of law enforcement as a lawyer and worked as a defence attorney in this department until the commencement of the wizarding war when she was arrested and sent to Azkaban for being a muggleborn. During her time in Europe she worked in European muggle law. She is well versed in international laws, both muggle and wizarding.
While she doesn’t have the experience of assisting in politics, Eva knows wizarding law inside out and is a fast learner. Her code of practice has always made her a very good secret keeper and not exactly focused on the actual truth (a helpful trait when working with a minister for magic). She speaks a few European languages fluently and is therefore very helpful if the minister needs to go abroad for some reason.

Eva is a strong individual that has a keen idea of what she would like and fights to get it which is what made her a good wizarding lawyer during her younger days. She protects herself and will not worry about other people if she hurts them in her own endeavours. Her deep rooted fear of rejection rules her life, as do the constant nightmares of her time imprisoned in Azkaban.
