Werewolf Legislation

Registration

The purpose of registration is to ensure that both the infected and the public are kept safe and served in such a way so as to prevent further discrimination of the infected.

Confidentiality

All employees in the Werewolf Wing and all those associated with the Wing (in addition to the Capture Unit, an entity equally ruled and regulated by the Department of Magical Law Enforcement and the Department for the Regulation and Control of Magical Creatures) must sign a Confidentiality Agreement in order to be properly employed. All those who run Ministry-run and privately-run Safe Houses (Ministry-approved) are also to sign the Agreement.

Requirements of the Cursed

The cursed individual must be registered at the most two weeks after being bitten/two weeks before the full moon, whichever arrives first so the proper preparations may be made to assure that the closest Safe Room (Ministry or privately-run) and Dispensary situated at place of employment and location of the home are accounted for. Once accounted the cursed will receive an owl detailing arrival time, rules that must be followed, other services, et cetera.

Werewolf Law

While the Werewolf Wing is responsible for administering services to werewolves, and the Werewolf Capture Unit is tasked with apprehending rogue werewolves, the Department of Magical Law Enforcement is responsible for criminal investigation and prosecution of werewolves who break the laws. The MLE takes input from the Werewolf Wing and the WCU under advisement.

Werewolf Ex Luna Plenum

Unregistered werewolves who are apprehended by the WCU in the course of being loose in a transformed state are categorized as Werewolves Ex Luna Plenum or WELP. Werewolves in this category are immediately registered and can be detained in the Werewolf Wing until compliance with werewolf protocols while in custody can be assured. Then they are transferred to the custody of the MLE where they are assigned a solicitor. It is up to the MLE if the werewolf can be released on their own recognizance while they await charges and trial.

Penalties

The penalties for not registering can range from fines to Azkaban sentences. Individuals are usually held fully responsible for any damage or violence done while in a transformed state, although extenuating circumstances are considered.

Community Services

The purpose of which is to ensure the proper care of the infected and the public.

Safe House Program

It is henceforth illegal to own or run a Safe House without registering it with the Ministry. It is henceforth illegal to transform outside a Safe Room. All Safe Houses and personal Rooms within the home are to be inspected at least each quarter of the year. Each Room will have a seal on the door detailing when the area was last inspected and who inspected it. Inspections will be random with no prior notification to the owner of the House/Room. All services provided by government-run Safe Houses are available to Registered Werewolves free of charge.

Safe House Building Program

For those infected individuals without an Apparation License and not within a 30 minute walk of the individual’s place of business or home may apply by owl to have a Safe Room built within the home. All costs will be covered by the Wing’s allocated budget.

Grants and Loans

Privately-run Safe Houses may apply by owl to the Werewolf Wing for financial aid.

Mentorship Program

The individual may elect to take part in this Program where volunteer infected individuals mentor the newly infected individual. Each decade of age will be represented by like-aged Advisors. The individual may elect to take part in the Group or One-on-One faction of the Program. Regardless, each Advisor is trained to aid the infected through the physical and mental process of handling lycanthropy. Those who break the laws stated here (such as transforming outside a Safe House or submitting oneself in an unregistered Room or not registering themselves within the allocated two week time) will be required to participate in the Program for a period of time to be sentenced by the courts of the Committee of Werewolf Conflicts.

Registered Wolfsbane Dispensaries

A list of the opened and registered Dispensaries and brewers across the United Kingdom is available at the Registry desk and in the Remus Lupin Resource Library. While it is not illegal to purchase Wolfsbane Potion from an unregistered source, those which have been are accredited by the Ministry of Magic’s Department for the Regulation and Control of Magical Creatures. Other accreditations are available through several Herbological and Potioneer Societys. All Wolfsbane from government-run Dispensaries is free to Registered Werewolves and those privately-run establishments may apply for grants and other financial aid.

  • Prior to 2009, it was illegal to purchase non-approved Wolfsbane Potion, but this new legislation redirected responsibility from werewolves to illegal brewers.

The Library is open to everyone, even those outside the United Kingdom. Students or others requiring a book on a specific Lycanthropic subject may owl the Library for the text. The requested book will be delivered to the school’s library to be picked-up. If this is the first time the student or person is requesting a book a list of the Library’s rules will be first owled back. After the last page is signed and returned the requested text will be sent. Some of our rarer, older, more temperamental books cannot be delivered by owl or checked out as this route of transportation may harm the artifact or the owl handling or the person reading it. With the current Headmaster/mistress, or a professor’s written permission amongst the Witchcraft and Wizarding schools around the world during the school year, the student may visit the Library on their own time. For some of the books special handlers will be needed to assist you. If this is the case a notification will be sent. Follow the directions detailing the date and time of arrival and a handler will be provided.

Research

Across the globe research being done to both ease the symptoms of Lycanthropy and even find a cure for the curse. In the conference hall of the Werewolf Wing will be held several conferences and lectures open to the public for all who want to learn, free of charge. A notice listing all the conferences each quarter will be sent out to those who subscribe to the Lycanthropy Monthly, a British run scientific and magical journal covering the latest in the advances in Lycanthropic medicine. Articles on the journey of fellow Werewolves are also provided within its pages. If there any changes to the schedule they will be sent out in a parchment slip placed in the Monthly. Students may attend the conferences during the school year with written permission from a Headmaster/mistress or a professor.

Lycan Legislature

A division of the Werewolf Wing which researches both rules and laws around the world, travels and learns from those governments with a plan in place to care for their infected population and works with their colleagues to find solutions for gaps and problems with the system. The Legislation division also provides many services for the public here in the UK.

Definition of a Werewolf

A Werewolf is an human infected with Lycanthropy, not a beast or a different species. Lycanthropy is a curse which is transferred from one human to the other through the saliva or blood of a Werewolf into a sore or wound, usually in the form of a bite. Symptoms of the curse can be transferred with a scratch, but this does not cause true transformation.

Discrimination

It is hereby illegal to discriminate against a Werewolf. Employment and education cannot be denied based on an individual’s infected status. Medical attention may not be denied based on infection status or business. (This section is not yet fully ratified because of its conflict with the autonomy of Hogwarts School from Ministry control.)

Committee of Werewolf Conflicts

With the aforementioned laws and services, one must really go out of their way to present a threat to society. If a Werewolf breaks a law, they will be put to stand trial before the Committee of Werewolf Conflicts, no longer by the Committee for the Disposal of Dangerous Creatures under the Beast Division as a Werewolf is hereby defined as a human. If an infected or non-infected individual breaks the Discrimination law they will be put through the courts in the Werewolf Wing. If the individual appeals the decision of the Committee of Werewolf Conflicts, the case will move up to the Wizengamot.

Capture Unit

This Unit is an entity equally ruled and regulated by both the Department for the Regulation and Control of Magical Creatures and the Department of Magical Law Enforcement as stated earlier in this document. Its purpose is to safely contain dangerous Werewolves for the protection of the public and the Werewolf and bring them to the cells in the Department of Magical Law Enforcement which are constructed to specifically detain an infected individual in the thralls of an unmedicated transformation.
