The International Statute of Wizarding Secrecy was first established by the International Confederation of Wizards in 1689, in response to a rash of witch hunts around the world. It officially went into effect worldwide in 1692, just before the start of Absit Omen's Pirate AU plot.

The Statute of Secrecy requires that magical people, places, and things be hidden from Muggle awareness. Prior to the Statute going into effect, magical kin could mix freely with Muggles. It promises penalties for wixes or other magical beings who reveal their existence to the Muggle world. Magical governments around the world agreed to help enforce it, including England's Wizards' Council.

When the Statute went into effect in early 1692, it triggered a rush of magical refugees flooding the island of St. Cyprian, the main magical port in the Caribbean.
