Ylva Maras and Atash Hendurabi of Durmstrang identify a weakness in top contenders in the Tournament Salem and Hogwarts: they are easily distracted and seem to enjoy taking principled stands. They decide to look into creating such a distraction.

Darius Gabor, writing as Juda Darzi. Foreign reporters find that Salem's students may not be adequately protected from the devastating Dragon Pox, posing a threat to both their hosts and the Tournament itself.
Daily ProphetInternational Tournament Scandal

Upon receiving the morning paper, Minister of Magic Persepolis Zephyr flies into action to get to the root of the scandal, but Department Head Gabrielle Murray-Harker is already on the case. The two meet and begin putting together the pieces of what might have happened and how they should act: to protect the students, the Tournament and the Ministry's reputation.
Kadyn Hamilton is sent from the Department of International Magical Cooperation to Salem Institute in Massachusetts to get the medical files of all the students who came to the Tournament.

Directly after meeting with Gabrielle Murray-Harker, Persepolis Zephyr is off to St. Mungo's Hospital to meet with the Head Healer, Delilah Foley. Despite some subtle grappling for jurisdiction, the two come up with a plan to examine all students at staff at Hogwarts.

The article was making ripples at Hogwarts as well. The Great Hall is abuzz with the new gossip. Some are taking it very seriously, others less so.

The Minister and Head Healer waste no time taking action and soon the Daily Prophet carries the notice. Official notice from the Ministry of Magic.
Daily ProphetAll Students to be Examined
In the interest of public concern and student safety, healers from St. Mungo's Hospital for Magical Maladies and Injuries will immediately come to Hogwarts to execute comprehensive screenings of all students and staff. And, if necessary, administer up-to-date inoculations and wards for any person whose protection might be in some way incomplete. This process could take up to a week to complete.
