Background
At his prime Linus was a skilled Obliviator who had a fairly large reputation as being able to blend with Muggles and Obliviating on the fly. He was particularly shrewd and strict, and had very high standards for his work. In his later years, Linus was known for holding the Ministry up on a pedestal. The Ministry's efforts during the First Wizarding War are something he still praises after all this time.
Unfortunately Linus took Voldemort's damage hard and did not enjoy watching the brutal deaths of colleagues - Aurors and Obliviators alike - during the war. He retired in 1995, feeling that his services were no longer needed and wanted to spend more time with his wife. The Second Wizarding War began shortly after, and his high hopes in the Ministry's response were repeatedly dashed. He mostly blames on the new generation of employees being too "soft and weak".
Emily Hollingbury died shortly after the start of the Second Wizarding War as one of the casualties in the many Death Eater-related attacks. Still continuously blaming the inexperience and incompetence of the Minister for Magic as well as the employees, Linus turned his grievances and anxieties onto his son. Mordecai, already burdened with his own concerns, became somewhat avoidant and did not inform Linus of his granddaughter's death until after the war, when he had less to deal with. The resulting backlash scored a deep gouge in their relationship and they distanced themselves from each other - Linus for his son's disobedience and assumed incompetence, and Mordecai for his anger at being treated as such despite having lived as his father wanted and sacrificing his own ambitions as a result. To this day that relationship remains as fractured as ever regardless of how much Mordecai tries to mend it out of regret, as Linus remains firmly in the camp of his son being "weak".
Relationships
If you were to ask Mordecai and Morgana on their upbringing, they would have somewhat similar descriptions - austere, with a focus on traditionalist beliefs. Mordecai fared well enough, but Morgana was fated to be disowned due to having an interest in the Dark Arts - something that Linus very heavily opposed. Morgana would express relief, as her disowning would mean that she was free of her father's restrictive teachings, but she sometimes looks back and wishes she was considered part of the family once again, at least because she would be allowed even near her family members. Mordecai is torn between obeying his father still and treating Morgana as his sister.
Linus now persists in giving Arcturus the same advice as he gave Mordecai, in the hopes that his grandson would achieve better heights than his son did. But because of Linus' traditionalist ways and his manner of insulting Mordecai in the same breath as that advice, Arcturus mostly ignores him and tries to not feel bad about it.
