Well-meaning Higgins is a bright and happy young Transport employee. He likes nothing more than to keep the floo network running smoothly.
Higgins has a personal fascination with the strange things retrieved from the floo, and enjoys recounting particularly tricky sweeps of the floo and the strange things he finds in there. He likes to keep a collection of the items, or photos, and always seems to have some on hand. He tends to wear a waistcoat with lots of pockets and carries a set of keys similar to allen keys.
He has an older sister Ada Pinn who is married. His nephew, Moses Pinn was killed in Mischief Unmanaged.
Higgins is not a malicious soul, and is very hard working. Unfortunately his love of his job does not transcend to all who talk to him, who can find it rather tedious!

"Hell, there's Higgins from Transport." He protested to Omari, crouched in his shadow, clutching his beer still. "I don't mean to be rude, but the bloke won't leave me alone. I don't really care about what he cleared from the floo network this week. Trust me, neither do you, but if he sees me, we'll find out." He peered round Omari's legs to see if Higgins was retreating, but the ginger, bespectacled floo maintenance wizard was surveying the scene for victims to bore. "No, don't look at him, that's how he finds his prey!" Johann hissed from below.

“Keep talking,” he instructed Virgil, “Don’t make eye contact with the red-head looking my way. He’s as tedious as Penny for far more anorak reasons.” Johann looked sideways, keeping Higgins in his peripheral vision as he approached one of the nearby floo fireplaces to do his job.
