Elliot Fudge is the inventor and distributor behind Muse.
She was once a Healer at St.Mungo's Hospital, where she had worked most of her life, until her identity as a drug manufacturer was exposed in 2012 (see [Disquieting Muses] plot).
Fudge used her abilities as a Legilimens to extract memories from comatose patients, which were then processed as the hallucinations of Muse. Since going to ground, she has continued to do so by targeting muggles (comatose or otherwise) and anyone who gets in her way.
She has recruited a small team of Legilimens, some who she has illegally taught Legilimency, to do most of her work. Elliot is a quiet but ruthless personality.
History
Her husband, Alistair Fudge, had been a lacklustre businessman for most of their marriage. He ran an import-export service but often made unwise investments with whatever profit his business turned. In the fifteen years leading up to his death, Alistair started dealing in contraband goods - harmless stuff, largely European gillyweed strains Wolfsbane potions for unregistered werewolves.
Unlike his legitimate business, Alistair's contraband trade picked up over the years. This meant competition and getting noticed by bigger, more powerful drug lords.
Elliot herself was unaware of her partner's illegal dealings until he turned up dead on the streets in east London, 2008. His murder is still a cold case file. Elliot discovered his dealings when she was clearing out his offices - she deduced that he had been killed by a competing drug business.
Grieving, she became obsessed with Alistair's illicit other life. Elliot would eventually take over the remains of his trade, getting in touch with Alistair's black market contacts and resources. She was, you see, a much smarter wix than her late husband. Elliot took more precautions to protect herself and her business, often hiring dark wizards for the purpose.
