Cecil is Virgil Carstairs' little (and only) brother. He is as quiet and independent-minded as Virgil, although decidedly more cheerful and not quite as precocious. His parents dote on him - their other children too old for it - and can sometimes be overprotective, something he is free of whilst at school. Cecil is a little bit in awe of his older brother and will try to act more mature around Virgil - when he isn't poking fun at him anyway. Virgil, of course, likes to say he despises Cecil. They get along well enough.
