There are several small ink drops and a few bigger splotches suggesting the reader was hesitant in writing the following:
Dear Madame Zephyr,
I'm pleased to hear that you are running for Minister of Magic, I believe you make an excellent candidate and I'm sure whatever trials await you, you'll have the strength and fortitude to see them through. From what I know of you through our own interactions and what I've read you'll be a fine addition to the Ministry.
Now that being said please bear with me as I respectfully refuse your request. While I appreciate you thinking of me in this endeavour I'm afraid it would go against what I believe in to help you with such a task. I have seen many Seers in my short time since attending Hogwarts, I have known those that have run from their gifts and those that have used them for personal gain. I am neither. I have learned never to ignore my talents but rarely do I actively seek them out. I have made a point not to make readings for others, especially those that may use such knowledge for personal or political gain.
However if you still seek such council I'd be more than willing to refer you to some others who are even greater in talent than myself and would be happy to oblige such a request.
I am deeply sorry for having given such bad news and I do wish you all the luck and success on your journey.
