Niobe lives in an apartment building in a muggle part of London near to the Daily Prophet (and a great Indian restaurant).  Her apartment is small but appears larger because it's an open one-and-a-half levels.  The bedroom is lofted over the main living space.  Niobe's spruced it up with brightly colored sarongs and wall hangings.  She does not have her own Floo fireplace because the building is owned by muggles.
