Allegiances / Loyalties / Political Faction: Nero is currently the tragic black sheep of the Monroe family & is the uncle of Leon Monroe.  He owes allegiance to those who commission his assassinations.  Fellow criminals, especially assassins tend to appreciate/tolerate Nero's presence the best.  Nero considers dwellers of the criminal underworld as kindred spirits, not seeing them as versions of himself but the testators which enable him to complete himself one step at a time...contract by contract.

Murder- Hugo  "Stonewall" Henry: Giant bodyguard of Cornelius Humphrey Silvertongue.
Murder- Cornelius Humphrey Silvertonge: Politician making much headway in gaining equal rights & respect for Muggleborns and Halfbloods. 
Murder-Diana Richardson: Heiress of Richardson fortune.  Estate was sacked around the time of her assassination, leaving other heirs penniless.

Murder- Michael Redtree: Ministry of Magic Hitwizard, suspected due to previous assault conviction but without evidence the charges were dropped.

Physical Description: Nero typically dresses in drab, earthen colors and prefers flowing garments which breathe easily.  Nero often wears headwraps and scarves of blue.  His hair and facial is frequently used as a way of expressing himself, often looking quite wild, random, or spaced out.  Nero has grown quite fond of tattooing, but seems to typically take quite some time before each new tattoo.  Almost every tattoo on his body represents a kill, save for the charms and runes, and the curse which still haunts his mind and mars his left, inner forearm.

First Impression: Being the deeply conflicted individual that Nero is can establish a variety of first impressions, depending on the time he is first viewed.  He often seems cold, calculating, and heartless to those "contracts" he's sent to fulfill.  In his private time, he can seem vacant and empty, while at other times his mind seems to wage war with itself as if a constant conflict is raging within. 
Any odd/outstanding features?: Nero's body has a few scattered tattoos across his torso: a Roman Numeral VII on his right, inner forearm, a pair of cherubim along his right bicep extending toward the underside of his arm, though various charms and runic symbols are scrawled across his shoulders, while his particular mind fragmenting curse is scrawled along his left inner forearm.  His outer forearms are covered from wrist to elbow with tattoos of mountains and crashing waves.

Personality Description: Nero's current personality is leaps and bounds from the truth.  Those who knew him before his curse would describe him as kind, logical, and collected.  Now Nero is considered by most to be either an empty shell, a crazed lunatic, or a cold, calculating killer.

History: Nero is the son of Gideon and Deborah Monroe, both muggles who have been known as honest, loving, and hardworking individuals.  They were considered neither lenient nor harsh parents to Nero and his older brother Xerxes, though many questioned their peculiar name choices.  The Monroes believed thoroughly that no individual was destined to greatness or doomed to failure based on the connotation of their birth name.  They sought to defy this old wives' tale...

As Nero went through Hogwart's as a proud member of the Ravenclaw house, he excelled and was renowned for his intellect and cool demeanor under pressure and graduated with an outstanding reputation.  However, Nero made an unfortunate enemy which forever altered the young man's personality with a wicked, mind warping curse.  Nero is now easily considered delusional and completely out of touch with reality.  Whatever rational thoughts Nero once possessed have long since left him behind, as murder no longer even holds moral repercussions for him.  Nero is not evil, but twisted-not comprehending that those he slays are actual living beings but only altered images of fragments of his own splintered consciousness.
