The letter bears the Minister’s seal and will not open until touched by the fingers of either of the recipients, and then the contents are unreadable by eyes other than theirs.My thanks to St Mungo’s for the secure updates on Mortimer Gamp’s condition
[1] these past five months, and for accommodating the Department of Mysteries study which has now concluded satisfactorily.
I wish to update you personally that the select committee of the Wizengamot are due to sit and review his case after the full moon.
Although you will be invited to address the Wizengamot directly at a private hearing, I would be grateful if you would submit a formal report of his present condition before the full moon. The select committee shall decide whether Gamp may be moved to Azkaban for the remainder of his life, or if he poses a threat to the prison population in his condition.
The Ministry formally recognises St Mungo’s is a hospital rather than a place of incarceration for unfortunate souls in community, and has no interest in keeping Gamp under your care unless your professional judgement requires it, pending regular review.
As you may be aware we have a further pending case for the Wizengamot to consider which may also be unsuitable for indefinite incarceration at Azkaban, for which the outcome of Gamp’s review may be referred to at a later date, in comparison.
In addition, the select committee are keen to question Gamp directly if he is lucid. I would strongly advise caution. Do not suggest he is capable of giving evidence unless you are absolutely sure he is of sound mind. If you decree his word to be from sound mind, you give his testimony great credence in law.
