Sir,
Thank you for your kind inquiry. My Hanukkah was quite relaxing prior to the receipt of your last owl. All time thereafter has been productive. Significant progress has been made in profiling and Mungo's is responding appropriately to the crisis, but there is not yet sufficient evidence for a confident conviction or naming of a suspect.
Through interviews conducted with Mungo's personnel, Mungo's informed me of potential weaknesses in their potions intake protocols, which they are working to remediate. There is the British Associations of Herbologists, which have made significant landfall, is developing alternative treatments and providing Mungo's with recommendations on handling apothecary supplies. They are in process of examining the supplies themselves. I will relay relevant findings as they come to me.
Trainee Eddy and I have canvassed and interviewed extensively with the larger apothecaries. No one seems to know much; ultimately, our interest was drawn by who seemed to know the
least: a Mister Heinz at Drammes' Apothoke. There are apparent signs of Obliviation or Imperio. We suspect external rather than internal tampering. (Drammes is likely to lose much in fall-out, and would not knowingly do so except under cases of extreme compensation.) We've been investigating with this in mind, but Obliviation has its way of impeding progress.
Pending Actions:
- Possible settlement brewing between Drammes and Mungo's on account of Drammes' neglect. Contract almost definitely severed. This is a non-Governmental dispute, but Gilchrist Riordan and other Level 2 Lawyers have been informed and have agreed to follow closely.
- Will follow up with Drammes on new client acquisitions and visits from August to December. Will contact Riordan on acquiring subpoena for evidence and documentation from major apothecaries.
You will receive a more in-depth analysis at length, but I shall relay briefly my concerns here:
EnclosureCriminal Profile and Impressions: Responsible party is an exceedingly wealthy criminal network of small- to mid-range in its scope and size. Nothing yet indicates international interference, though not ruling out foreign money sources, given Drammes' German roots (though knowing Drammes' involvement unlikely given damage sustained by Drammes).
Hitting a formalized institution (Mungo's) demonstrates a boldness and a confidence in engrossing itself in schemes requiring technical fluency. Consequently, the leaders of the organization are likely extremely well-educated, possibly with a health background, or more likely to advisors with this background. (Reasoning: clearly an active group, this is the only overtly medical attack, ruling out an overtly personal connection to the healing world.) Access to reputable advisors in what is likely a wide area of interests (potentially outside of the criminal world) indicates a probable prominence not only in criminal circles, but in non-criminal ones as well.
If advisor theory stands, probable sleeper cells serving as in-know contacts functioning on as-needed basis. Unknown whether functioning clandestinely or covertly, or if following common terrorist cell structure with unknown figurehead or known.
Actions to take: - Outreach (by Eleor) to notable researchers in potions work to see if any have received uncharacteristic solicitations.
- A closer look should be taken at other highly visible attacks to look for similar MOs. Leaky Cauldron attack in November, most particularly, as healers and Mungo's management spoken of poorly in the press. And Level 2. Potentially advantageous to establish an cross-cutting investigations liason to monitor multiple cases.
Points of concern: no apparent financial or ideological motive. - There is significant money involved with no known profit scheme. Unlike other organized crime groups (i.e. Cosa Nostra/Mafia), we can rule out money as the motive; the Mungo's attack was not a money-making venture.
- Objectives seem terror-based without clear ideological motive or credit given. Unlike groups we have seen more recently (WBA, Lord Voldemort, Al-Quaeda/ISIL, Hamas), no one has claimed responsibility for the attacks, highly abnormal if not non-existent, in terror schemes. Victims were widely distributed across all wizarding blood groups and ages. That said, the attack has been very public, with very biased and incendiary reports from DP and radio programme The Haunting Hour. (Note: Haunting Hour coverage of November very similar in tone. Anti-government, with potential affiliations as mouthpiece of terror group.) A strong possibility that this case may be linked to other cases (see profile above).
Actions to take:
- Interview surviving victims and families for insight on potential targeting. This will sufficiently cover
Elliot Storm, who cannot be brought in as a potential suspect without sufficient motive or evidentiary basis.
- Followup with DMLE Head regarding 'misdirection' and source of this information.
- Followup with DMLE Head regarding disconcerting use of Witch Weekly as any basis of fact or truth...
- Monitoring of The Haunting Hour coverage and DP reporters affiliated with press coverage. Shall I add Witch Weekly for coverage of baby brain malady?
