Full Character Name: Primrose Cerys Woolfolk
Character Birthday & Age: 28; August 12, 1982
City & Country of Birth: Northchurch, Hertfordshire, UK
Blood Purity: Pureblood
Alma Mater: Hogwarts, Gryffindor
Job/Position: Lycan Legislature, DRCMC
Wand: Elm wood, 12 ½ inches, dragon heartstring core. Carved smoothly, one knot that twists the wood just slightly, otherwise inflexible and unremarkable.
Physical Description: Primrose is a witch who stands at 5 feet and 7 inches tall. Her figure is slightly, lacking in significant curves. She is not particularly strong, but she has a presence about her. She has a nasty scar on her left shoulder. If one were to examine it, it is circular and appears to have come from sharp teeth. Primrose chooses not to disclose the nature of this scar if she is asked.
She has a square face with a pointed chin. Her cheekbones are high, which give her a severe expression, particularly when she has her blonde hair (though her dark eyebrows might suggest she has a different natural shade of hair) pulled back away from her face. Indeed, even her nose is pinched to a rather blunt point. Her eyes are a sharp blue and often, her full lips are set tight, accentuating those striking cheekbones. Behind those lips are teeth that her family had neglected to take care of when she was younger. Yes, they are white from considerable spells, but her front teeth are a little more than bucked, and when she smiles, she can always “tell” that they look ridiculous.
For work, she dresses quite severely. She prefers modest cuts, even turtlenecks because of her graceful neck, but strong colors. If she could be said to have a personal life (at least that anyone knew of), she’d probably dress the same way.
Personality Description: Like her cheeks and her eyes, Primrose is sharp, shrewd, and decisive. In the Lycan Legislature, there are feelings that run hot, so Primrose is not immune. She is known to be a bit of a hot head and argues fiercely for what she believes and the word of the law she is defending. While she is not of a family that espouses the pureblood mindset as some did (and certainly still do), Prim is not quite as forgiving as some of the progressives who believe in leniency toward the Lycan Community. Relatively young, she is starting to carve out a reputation on the basis of her convictions.
She is passionate in her beliefs and has always been a worthy adversary with her words. When she is particularly passionate she can be quite the orator… or simply embarrassing. At work she can be precise and cutting, but in dealings that are not legislative in nature, she tends to just speak her mind - and not always on topics she is quite well versed in.
She carries herself well and genuinely believes that she is doing good in her job. She is as meticulous as one can be in her line of work and tends to be hyperfocused as times. It can be off putting to others and she has been known to drive others away upon first meeting. While she cares very much about her work and the goings on of the werewolf wing in general (perhaps with the notion of working her way farther up some day), she is less passionate about dealings in her personal life, despite the fact that her family is on equal footing with her professional agenda. As a result, she attends all necessary functions for their sake (and sometimes connections). At these meetings, and like in most settings where she is not fired up, she can be reserved and polite, but that tends to come off as cold and aloof, as though she would rather be somewhere else. She has detached herself from much drama, and tends to find it annoying, if not amusing. If she does show her sense of humor, it is generally sardonic and acerbic, at the expense of others. It is almost like the rules of niceties never quite sunk in in that way.
While her feelings for people outside of her family are certainly lukewarm at best most of the time (or really, angry), Prim is an animal lover. She is fond of horses, particularly, and in her off time has taken over the management of the stables her father keeps on the property. She is organized and business like, though her more tender side comes out when she is caring for her animals. She generally finds that most creatures are far superior to humans.
History: Primrose Cerys Woolfolk was the first born child of Calvin Woolfolk and Imogen Woolfolk nee Flint. They would not know until her teeth started coming in that she would be unfortunately cursed with the Flint teeth (though luckily not as badly as a cousin, Marcus with whom she eventually went to school). When she was barely out of diapers, her lovely and fertile mother was pregnant again.
By the time Primrose was walking and talking and reading, she had three siblings. Her childhood was largely uninterrupted, if not ignored for the most part. With other children to attend to, Primrose was largely left to her own devices. She loved to read, had a particular talent for art (mostly pencils and chalks), and became quite an adept horsewoman, mostly with the non-magical horses her parents kept alongside the winged ones. In the same way that a goat or sheep might keep a regular sized horse company, it was always that the regular horses kept the giant abraxan and granian company.
It was a quiet and sheltered upbringing, the most excitement happening when her father’s brother (Uncle Ollis) married a “tart of a young thing” according to her mother, and then had another child. It hadn’t interested Primrose or any of her siblings before, but it was a common topic between her parents - and most others in the house. Primrose focused more on tending to her animals and spending time with her siblings - if she could manage to tolerate them.
Having a hot temper since her youth, Prim seemed to always be arguing (or yelling) about something. She developed a fondness for the alone time of riding and became quite a proficient jumper and cross country rider under the watchful eye of a tutor her parents hired as soon as their daughter showed an interest in the sport. They had nannies, tutors, and all of the best instructors for their children when they were growing up, determined to keep up with expectations for their family.
When she finally got her Hogwarts letter, it was with great excitement but also apprehension. She was determined to be talented, but she knew she’d be leaving her stables for quite some time! However, she would be getting away from her annoying (now up to three) siblings and her parents, who were constantly talking about some member of their family (immediate or extended) who had offended and was banned from the family luncheon on Sunday. It became an exhausting game that young Prim was not interested in keeping up with.
Something that she did absorb in her youth, however, were some of her parents’ less tolerant beliefs. While they did not waste time or energy talking muggleborns or half-bloods or anything about blood status, really, they did have quite the set of opinions on the hierarchy of magical beings. Her parents did not have a favorable opinion of werewolves, vampires, or goblins - centaurs were out of the question, much less trolls and the like. Much of that, as sad as it was to say, stuck with her, especially the stories of werewolves who attacked children to make an army - it was terrifying, and for the unflappable Primrose, to have a nightmare about something was quite a feat.
With the lessons of her childhood, she was prepared for Hogwarts amidst the latest family scandal - got her wand, her uniforms, her books, and all the necessary supplies and like every other child. Her parents brought her to the Hogwarts express for the first time and off she went. Prim was an abrasive young child, she often had something to say or someone to correct - that much was obvious even on the train ride. It wasn’t a surprise that the bold and opinionated young woman was placed in Gryffindor.
A cousin of her’s, Marcus, with the poor teeth was a much older student in Slytherin and they never quite got along during their time (and even before - and after…) The Flint side of the family was much more adherent to standard pureblood philosophy, and Prim imagined he was also compensating for his bad teeth and unpleasant face: it was a blessing, she had said once, that he could blame quaffles for his unfortunate features. No one else had seemed as amused as she was at the dinner table when she’d said it.
Though she was not the best student, Primrose always had a knack for arguing her way into more. She could argue the merits of an essay from an A to an O (if she wanted to) and when her smart mouth earned her detention, she could usually at least defend herself to her parents when they wrote - particularly as the years progressed and her younger siblings and cousins joined her at school. It became virtually impossible to hide anything. Perhaps that was for the best, as it squelched inner-rebellion within her and, at least in front of her family, she could maintain some form of composure. Forced to assume the role of responsibility, she her attitude changed and she was granted prefect status in her fifth year.
When there were troubles at Hogwarts, it didn’t really change Primrose’s life - she was a pureblood, she could virtually do whatever she pleased without much fear of punishment. The ideas that had been embedded into her as a child against magical beings being considered equal had only been strengthened by the period, actually. Stories of the werewolf army of Voldemort confirmed her suspicion of creatures, and her talent with Care of Magical Creatures and several of her other classes, she thought she would become a member of the Werewolf Capture Unit. It seemed as good of a job as any and one that she could see herself doing some good with.
It shocked her parents, of course, to hear what she wanted out of her life (it had a been a departure from what was expected, but they were a family that would support their child. Imogen especially, as an Oblivator, wanted to ensure her daughter could do what she wished. In her seventh year, she applied herself diligently to everything what she did and was actually named Head Girl. It surprised her, but she thrived on the responsibility. Upon graduation, after the return of the ministry to those that were not trying to commit mass genocide, Primrose began training for the Werewolf Capture Unit. It was tough and she was certainly not the best trainee, but she wasn’t one to give up and had a natural presence about her that made her stand out (or at least be considered passable).
When apprehending an unregistered werewolf, complete with daylight and a supervising member of the unit, the non-transformed suspect fought back bitterly. Primrose managed to disarm the manic fugitive, but before she had the chance to disable her for transport to registration, she managed to sink her sharpened teeth into her shoulder and try to rip the flesh away. Prim’s supervisor cursed the werewolf off and confused her before she could strike again. She mumbled something about the alien bananas or allied Mandela… Prim was focused on the bleeding wound that very well could have infected her.
Green sparks were sent up and Primrose was retrieved by healers who brought her back to St. Mungo’s (she would have splinched herself had she tried to apparate on her own). The wound was deep and like most magical ailments, it was fixed, but the scar would always remain. The healers were not sure if she would be infected by the bite or not - she was actually kept quarantined (a superstitious practice and not founded in any real healing guides for the risk of infection of lycanthropy), Primrose waited a month to see if she was going to turn.
It was a time she used to reevaluate what she was doing with herself and the path she had carved out. The more worried she became that she would be infected, the more obvious it became that there had to be harsher penalties for werewolves who did not register with the ministry and those that proved violent. It seemed no matter what, the longer the infection had overtaken them, the crazier they got. There needed to be more regulation and rules regarding their existence with wizarding society.
She was not cut out for catching one werewolf at a time - that wasn’t going to fix the problem. She was going to change things from a seat on the Legislature. She transferred from the capture unit after it was found the bite had thankfully not transformed her. As the full moon approaches she does have more of an inclination toward red meat, it seemed to be her only symptom. She is very secretive about the scar and dresses to cover it. If anyone sees it, she does not reveal where it is from, and anyone who knows what happened has been “talked” to in order to keep the story quiet. When she started as a clerk for a member of the legislature, it was easy enough to dismiss. She wasn’t making any decisions. Filing paperwork, fetching tea, and listening could be done by someone who had formed an anti-werewolf opinion early in life. It did not mean, however, she wasn’t constantly learning - and meeting people - and attending events that put her more and more in the presence of people who mattered.
In this way, she went from being a clerk, to assisting, and finally, earned her own seat on the legislature. It is only her second year with a seat, but the young witch (who upset quite a few older choices when she had filled the unfortunately deceased Elder Wallis’ seat. She has her own clerk, Gillian Forsythe, who is an excellent researcher and functions partially as an assistant, as Primrose feels she is too young to have an assistant. She has something to prove to those around her, which is why she seems so loud and has no problem voicing what she thinks in the legislature. It has not earned her too many friends, especially being a junior member of the legislature, but she is certainly making sure other people know who she is, for better or worse.
She still lives at her parents’ estate and manages the stables, she practices her riding and is gaining more skill as a rider. She has also started accumulating her own library of resources, both official and unofficial to aid her in the creation of legislation. It is magicked shut with spells only she knows to keep her family from getting into her work.
Describe your job duties and how you go about them: Being on the Lycan Legislature, it is Primrose’s job to be familiar with all of the rules and regulations that have previously and currently impact the tide of werewolf regulation in the United Kingdom. She is to be familiar with developments (politically) around the world regarding werewolf rights and regulations, and conduct research into new cases, laws, and propositions.
This research relies heavily on precedents and the word of law, for which Prim is a strict interpreter. She is expected to be eloquent and argue for her interpretation of the legality of proposed changes to werewolf legislation. She is relatively new in the position, but she is showing great enthusiasm as the most junior member of the legislature.
Elaborate on your expertise in your field: Primrose has a growing body of experiences that make her prepared to do her job. She started training as a member of the werewolf capture team, but after sustaining an injury she decided she needed to do something more than just capture one werewolf at a time, that wasn’t big enough. She transferred to another part of the werewolf wing, the legislature’s office and became extremely interested in and passionate about werewolf regulations and public safety. She is especially concerned about recent upsurge of the assertion of “rights” of werewolves and uses her platform to talk about the danger posed to the community and the long, legal precedents behind the current state of werewolf legislation.
She is an excellent orator and has a fiery way of speaking that is invigorating to listen to. She is incredibly passionate and driven to keep people safe and werewolf regulations strong and strict. If something happens that drastically alters wizard-werewolf relations, it is also an expectation that members of the legislature are aware and educated in it in order to draft opinions and responses.

Sum up your character in one paragraph: Primrose is a determined and fiery young witch with a lot of responsibility at such a young age. Her earlier goals may not have been suited to her particular strengths, but after an accident in the field, Primrose reevaluated and began working on a career in politics. Her personal convictions are strong and she does her best to back up her beliefs with an understanding of the law and argumentation, but she is not the most skilled yet. She is starting to build a reputation for her anti-progressive opinions regarding the status of werewolves in the wizarding community, but Prim truly believes what she is doing is right and for the good of the community. This attitude is not entirely popular however, and Prim could probably do well to keep her mouth shut sometimes…
