A letter arrives first thing in the morning to the Department of Magical Law Enforcement. It is not addressed to any specific person, therefore it flutters around without knowing just who to settle on.
Whoever opens the letter will find it is written in a long, curving and precise hand. The margins are razor straight. The parchment has a faint pinstripe watermark running vertically.

To whom these matters might concern:
I write to provide written documentation that by the time you receive this note, I shall have left the governance of your jurisdiction. I understand that warrants will be issued for my immediate arrest. I relieve you of the obligation of providing me with a copy as I am declining to provide a forwarding address. Should I wish to access them, I will do so on my own volition by requisitioning a viewing through the Ministry Records Hall and Library.
To the Elders of the Wizengamot, I offer my apologies. I understand a great deal of time and preparation went into crafting the restrictions surrounding my release. But I might point out that they have turned out to have been ineffective as I was able to circumvent them with ease.
How very embarrassing for you that you have still not been able to apprehend my Remembering Day assailant. I have read that he was identified as being a boy-wizard. Clearly the leaders on Level Two are losing their touch if a boy is so difficult to find and capture. Had I been a private citizen I might consider litigious action against such ineptitude.
You will be hearing from me again, I'm sure. And it will be absolutely no time at all before I am Minister of Magic.
