First thing in the morning, a flock of memos - a veritable armada of folded gold-edged paper - erupted in perfect formation from the offices of the Minister of Magic on level one.  With precision maneuvers, the memos each in turn and in clusters turned in to nearly each and every office onto nearly every supervisor's desk.  As the flock advanced through the levels it grew smaller as memo after memo found its intended.

And as the memos began to circulate the complex in this pattern, so to did exclamations of shock, annoyance, and confusion.  A wave of, "oh bollocks!" and "honestly!" and "never trust a Monday!" cascaded out in the wake of the deliveries, travelling from floor to floor, leafing out like a beautiful and horrible paperwork fractal.

Beneath ornate letterhead the memo read:

Complete Accounting of All Accounts
Mandatory & Immediate Compliance From All Departments Is Required

To: All Department Heads, Bureau Chiefs, Supervisors, Administrators, Team Leads, Office Coordinators, and Hall Monitors

Subject: Complete examination and audit of all Ministry moneys, accounts, financial records, and pocket change.

Beginning today rolling deadlines will be announced for every Department to provide a detailed reckoning of all budgets and expenses down to the last knut.  Accounts Ambassadors are being appointed from each floor to oversee the collection and double-checking of financial reports.

This investigation is in no way related to any crisis, suspicion, security breach or anything remotely unpleasant.  It is merely a new policy applied at break-neck urgency for reasons of prudence, organization, and general accountability.
